NISTR (Northern Ireland Supply Teacher Register) is an online booking system for schools, jointly developed by employers, the INTO and other teachers’ unions and the Department of Education Northern Ireland (DENI), which is endorsed by the General Teaching Council for Northern Ireland (GTCNI). The NISTR website, which provides full details of how the register operates, has an online registration link.
DENI Circular 2006/7, issued in March 2006, specifies that only teachers registered on the NISTR should be employed as supply teachers from 1 September 2006.
The Northern Ireland Supply Teacher Register (NISTR) is an online platform, which provides a real-time booking system and a centralised database for all supply teachers in Northern Ireland. It allows schools and other EA service users access to the database to book supply teaching cover for teacher absences. At present NISTR includes details of approximately 7,000 qualified teachers.
The Register itself, which is an on-line booking system for schools, operates by offering schools the maximum supply teacher availability, as well as offering all supply teachers the maximum opportunities and choice for employment, at normal teacher pay rates and terms and conditions.
The register was developed jointly by employers and the teachers’ unions and is the recommended way for all schools to arrange supply cover.

Teachers on the Register may wish to reduce their supply cover assignments to nominated schools and /or a geographical area.
All supply teaching staff recruited through employment agencies must have their names on the Register. Inclusion on the Register does not prevent a person also seeking work through an agency.
Teachers must ensure that their details held on NISTR are accurate and that their personal profile is kept up to date.
